JERUSALEM, April 8 -- The Palestinian prime minister, Ismail Haniya, called a cutoff in foreign aid "blackmail" on Saturday and said that his government would not bow to international pressure and recognize Israel . . . . Other Palestinian officials voiced similar outrage at the cutoff, with Mr. Haniya's rival for power, President Mahmoud Abbas, saying, "The Palestinian people should not be punished for their democratic choice."Evidently Fatah has decided that a "don't shoot yourself in the head" platform is not going to win them many votes.
