As a party caucus, you can't simultaneously roll over and filibuster

Harry Reid - Los Angeles Times, January 27, 2006I'm not convinced that, by definition, you can have a filibuster when, going into it, the leader of the minority caucus says there are not enough votes to prevent cloture. What you really have is just some minority-party senators giving speeches (cf., "confirmation hearing").
