TRAGIC - no.
Irresponsible - yes! The federal gov't practically demands that we ( a financial institution of some size) encrypt our laptops, back up media, and anything else that is movable and yet THEY can't do it!
Companies have paid rather large fines for failure to protect data and I think its a crime that our gov't isn't held to the same standards that they author.
I think the rules are good - but I think everybody wtih that level of data needs to follow them - private, public or government.
