Seriously?

I generally believe arguments that the death penalty isn't an effective deterrent, but mostly because the punishment is seldom swift or certain. But seriously, how can hanging drug smugglers within three years of their crimes not be a deterrent? Of course some people won't be deterred, but that's the case no matter what. Amnesty might augment its credibility by not reflexively making every possible argument. They have plenty of other good ones. Insisting that swift hanging of drug smugglers isn't a deterrent is like insisting the Mussolini didn't actually make the trains run on time.
