Smoke 'em if you got 'em

I had a feeling it would not be a long wait before Iraq carried out Saddam Hussein's sentence. When there is a window of opportunity of uncertain duration, actors often move very quickly. It's true for refinancing bonds and executing dictators, among other things.

I've posted this before, but I think it is really fascinating.
